I agree that is an idea worth trying. Along the same lines, how about
-- Allowing (i) anyone to become verified by submitting some type of documentation (and perhaps charge for this), and (ii) people to filter out unverified accounts if they so desire.
-- Allowing paid users to access Twitter APIs with third party software (which I understand to be extremely limited right now).
